Are you registered to vote with a political party? If you are, how do you feel about the direction that party is headed in?
At the national level, there’s a lot of soul searching about what the Democratic or Republican parties stand for, and what kind of strategies, values or candidates they’re choosing to embrace.
The same is true at the local level, and the vote on political party committees is your opportunity to weigh in on that. These races will show up as County Central Committees on your 2024 ballot if you’re registered with either of those two parties.
What is this and why is it on my ballot?
County Central Committees essentially lead California’s political parties at the local level.
One of their most notable powers is making endorsements. An official endorsement from a political party goes a long way in helping voters make a choice, especially during the primary when the candidates are often all from the same party. This is especially true of the Democratic Party in L.A., since the majority of voters in the county are registered with that party.
The county central committees also register new voters, grow their party base, and decide which policies the party will support. They are the official voice of the political party for your county.
The state Elections Code stipulates that their members of these committees are up for election every presidential election year. In L.A. and Orange Counties, voters elect seven candidates in each Assembly district (districts represented by a State Assemblymember). They’re unpaid positions.
These people you elect only make up part of the county central committee. Appointed members and party members who already hold city, county or statewide office make up the rest.
Why are only Democrats and Republicans voting for these in 2024?
All six of California’s political parties — the Democratic, Republican, Libertarian, Green, Peace and Freedom, and American Independent parties — can elect political party committee members every four years. However, only Democratic and Republican candidates made the 2024 ballot.
You need more than seven people running in one committee district for the candidates to go on the ballot. If there are fewer than seven candidates, everybody who qualifies to run automatically gets a seat. That’s the case for both the Peace and Freedom and Green parties in 2024.
The American Independent and Libertarian parties opted not to use the public ballot to choose their members this year.
How am I supposed to figure out who to vote for?
Candidates don’t usually spend a lot of money on these elections, especially since the positions are unpaid. Most won’t send out mailers or even set up a website, although occasionally a group of candidates might campaign together as a slate. You’ll likely have to cobble together information about the candidates yourself. (We’ve tried to make this a little easier for you by compiling some links about the candidates below.)
We spoke to members of Democratic and Republican County Central Committees, and they offered a few tips for what you can consider with the information you do have:
More Voter Guides
How to evaluate judges
- L.A. Superior Court: There are more than two dozen judges up for election or reelection.
- Judge ratings: Understanding how the L.A. County Bar Association evaluates judicial candidates — and how it can help you cast your vote.
Head to LAist's Voter Game Plan for guides to the rest of your ballot including:
- L.A. County Board of Supervisors: Three of the five seats are on the ballot.
- L.A. City Council: There are seven seats up for grabs.
- L.A. District Attorney: Meet the 12 candidates running to be the county's prosecutor.
- LAUSD: Four seats are open for a seat at the table.
- Prop. 1: Here's a closer look at the proposal at the center of a debate over how to best help people struggling with mental health, drug and alcohol issues.
Life experience matters. There’s not a specific kind of resume that qualifies someone to be a committee member, said Mark Gonzalez, chair of the L.A. County Democratic Party. “It’s about who you are — it’s about the life experiences you’ve had.” Think about what a candidate brings to the table because of their background, job, community involvement and volunteer experience. “Are the people who are taking a position on your behalf representing your values and the needs of your community?” Gonzalez said.
Community involvement is key. Political parties aren’t all about endorsements — they’re also about connecting people with each other. When researching candidates, “look for people who are engaged in the community, people who are a part of something,” said Roxanne Hoge, a member of the Republican County Central Committee. Showing up to public meetings or events, talking to people, and bringing communities together is the everyday work that parties need, she said. “Look for people who are willing to work.”
Research their slate, if they’re part of one. Since you can vote for up to seven members, like-minded candidates often band together to try to get elected as a group. Slates can give you an idea of candidates’ shared values and how well they’d work together on a committee.
Examine current and past endorsements. Many of the people running are incumbents, which means they were a part of the endorsement process in recent years. Who did they endorse for City Council? Mayor? School board? (Keep in mind that committees have a more direct influence over races within their own district's boundaries, and less on countywide seats.) Are they endorsements you agree with? Seeing whether current committee members align with your views can give you an idea of how to vote. (Here are the 2024 endorsements from the L.A. County Democratic Party and the Republican Party of L.A. County.) We’ve marked with an asterisk which candidates are incumbents.
The candidates
Below are all the candidates running for County Central Committee.
Each district has seven elected committee members. Not every district is holding an election for each party because some races didn’t have enough qualified candidates to make the ballot. Overall, there are 133 seats open for the Democratic Party and 56 for the Republican Party in L.A. County.
You can vote for up to seven people on your ballot, but you don’t have to vote for all seven seats.
-
LAist emailed every candidate for County Central Committees who made their email address available to the L.A. County Registrar. We asked them to share links to any public biographies, campaign websites, social media accounts, information about slates they were on and anything else they thought was relevant to share. Some sent us bios directly and we’ve shared them here.
-
For others who did not respond or release their email addresses, we did a basic internet search to find links to any information tied to their campaigns, political activity, or professional lives.

Democratic - Assembly District 40
Melissa Garcia Mardoyan
I am a first-generation Peruvian-American who has lived in AD40 for more than 15 years. I’m running for a seat on the LACDP because I bring unique, professional experience as a Licensed Clinical Social Worker.
I have worked with a multitude of populations, including Veterans, persons struggling with substance use and addiction, persons struggling with mental illness, persons struggling with homelessness, persons struggling with poverty, persons struggling with crime (both victims of crime and/or those with a history of crime), LGBTQ+ persons, children, older adults, immigrants, refugees, and more. I have dedicated my career to serving others, and as a member of the LACDP, I would continue to serve our beautiful community with compassion and tangible solutions.
I believe it is important for us to feel heard and empowered in our communities. Having worked with people from all walks of life, I understand what is needed to improve socioeconomic conditions and matters pertaining to quality of life. I want to use my critical thinking and interpersonal skills to address the issues that most concern us, such as public safety, addiction, homelessness, and mental health. As a frontline social worker, I tend to meet people when they are in crisis. I know how to stay calm and problem-solve. I hope you will elect me to use my skills on the LACDP .
David Hyman
David Hyman is a native of the San Fernando Valley who supports our public schools of which he is a product of. He also attended LAVC & graduated CSUN as an Urban Studies major and political science minor. He resides in North Hills, a mile from his family house where his younger brother resides. Hyman and his wife, Rosalyn, live with a rescue dog. He has previously served this community as a letter carrier for 36 1/2 years and was on the North Hills West Neighborhood Council when it first began serving 20 years before deciding not to seek another term this past year.
Hyman is a long-time member of the L.A. County Democratic Central Committee and state convention. Thousands of local Democrats have been registered to vote by him. He also is a legislative liaison for his local Br 2902 of the NALC as well as a branch trustee. He joined a second union two years ago by joining SAG-AFTRA for the background work he sometimes does and had been frequently joining the picketers during their strike, mostly in Burbank. He is a lifetime member of the Sierra Club and has been leading outings for the Angeles Chapter for close to 40 years. He also has served on the clubs political committee.
In his spare time, Hyman enjoys hiking, biking, camping, flies a rental Cessna 172 out of Van Nuys, enjoys traveling, and recently became president of the So. Ca. chapter of the American Political Items Collectors for collecting political memorabilia. He is a member of the North Valley Democratic Club, Action Democrats and Democrats for Israel.
Andrew Taban
A dedicated advocate for his community, Andrew Taban, at the age of 27, has spent over a decade committed to improving lives through service and advocacy. From his early days championing student initiatives in his school district to his current role as an Field Representative serving under the leadership of Assemblywoman Pilar Shiavo (AD-40) in the California State Assembly, Taban's journey reflects a deep commitment to the betterment of his community.
Throughout his youth, he fought for educational enhancements, ensuring resources for students during budget cuts. In high school, Taban's service extended to various organizations and nonprofits committed to improving the quality of student experiences and educational curriculum. Weekends were dedicated to equestrian therapy for youth with disabilities.
Today, Taban continues his impactful work, collaborating with community leaders, organizations, and nonprofits in Santa Clarita, while also leading as Chair and Founder of the Santa Clarita Valley Democrats. Beyond his Democratic ideals, he envisions a future where every individual has the opportunity to reach their true potential like his family did when they immigrated to the United States. He is determined to ensure that every voice is heard at the decision-making table, fostering a community where justice, equality, and the betterment of all are at the forefront of our shared goals.
Christine LaMonica
I have lived in the valley my whole life! Born and raised here, so I care deeply and understand the issues and needs of us valley people and also of California. I attended CSUN for my undergraduate and graduate degrees. I teach at CSUN now, and I also teach yoga at the yoga studio in opened in Granada Hills in 2014. I am a big supporter of education and healthcare for all. These should be available to everyone in our state (and the country!), and I intend to prioritize them in particular if (when!) elected. I raised my three kids here as well, and my son is currently a CSUN student. I am a proud Californian and would be honored to represent my fellow democrats in this district .

Democratic - Assembly District 41
Kenneth Armstrong
I am a lawyer from San Dimas (AD-41) who has served as a delegate since 2020. I got involved with the county and state party organizations after three years working on political campaigns (for Gavin Newsom and Kamala Harris, among others).
Our slate is a group of hardworking activists who understand how the county party works and where it falls short. We will continue to push the party in a more progressive direction and do the work required to ensure that the party is functioning properly and focused on serving the people of L.A. County.
Karen K. Suarez
My dedication to our American democracy and equality is needed more than ever. I built a coalition that founded the Foothill Community Democrats in 2005. I’ve helped ensure the club's sustainability, and it is thriving under new leadership. Every election I inform voters which candidates support our core values. I fearlessly stand up to misconduct at every level. In the many organizations I volunteer with, I promote women, people of color, and LGBTQ+. If we don’t include all of our community, we will falter. I educate about the environment, promoting native plant landscape, habitat for wildlife, how to use water wisely, and protecting resources. Urging votes for these six excellent teammates: Kenneth Armstrong, Todd Jones, Kim Bowman, Karen Suarez, Kathy Patterson, and Patrice Marshall McKenzie.
Kathy Patterson
My name is Kathy Patterson and I’m running for Democratic Central Committee in AD 41. I’ve been the advisor of the very active Arcadia HS Young Democrats for 20 years now. I’m also a member of the LACDP and several Democratic Clubs including EAPD, and Democrats of Pasadena Foothills.
I’m proud to be on the United San Gabriel Valley Democrats in Assembly District 41 slate. This slate includes myself and five other active hard working Democrats whom I’ve worked with and respect: Kim Bowman, La Cañada City Council member and nonprofit attorney; Kenneth Armstrong, attorney and LACDP member; Karen Suarez, environmentalist and community organizer; Patrice Marshall McKenzie, PUSD School Board member; Todd Jones, NASA Scientist; and myself.
We support for a woman’s right to choose, healthcare for all, protecting and preserving our environment, as well as, an end to gun violence.
Democratic - Assembly District 43
Amy Sue Fall
I have been a resident of the Valley for 15 years. I am not just a candidate, but a voice for progress, empathy, and a future where no one is left behind. Imagine a nation where your health is not determined by your bank account. Healthcare should be a right, not a luxury. I’m committed to fighting for a system where everyone can access quality healthcare without the burden of crippling bills.
I know the struggle of making ends meet, and the rising cost of housing is a burden on too many families. We need rent control policies to ensure affordable housing and stable communities. Every person deserves a place to call home without sacrificing their financial well-being.
Education is the key to unlocking opportunities, and I believe it should be accessible to all. From free early education, to vocational training to the artists and scientists of the future. Let us invest in our people and together we can break down barriers and create a more equitable future for our children.
Our planet is at a crossroads, and we need bold action. I fully support the Green New Deal — a comprehensive plan to tackle climate change, create green jobs, and build a sustainable future. Let’s be stewards of the planet for future generations.
As a woman, teacher, health aide, and member of this community, I understand the challenges we face. Together let’s write a new chapter — one where everyone’s voice is heard, where we prioritize the well-being of our families, and where our planet is cherished and protected. I am honored to be running on a slate with Angelica Duenas, Karen Almanza, RN and Clifford J. Tasner. All four of us believe and will fight for what is right and just. Let’s make it happen together . Thank you.
Democratic - Assembly District 44
Carolyn M. Hoff
As a lifelong Democrat who has lived in Assembly District (AD) 44 for 20 years collectively, I am excited to be running for re-election to the Los Angeles Democratic Party (LACDP) Central Committee. It would be an honor to receive your vote for myself and the entire Experienced Labor Solidarity Slate.
Since 1992, I have volunteered to help Democrats get elected and am strongly committed to the Democratic Party and its values. I am an elected member of the LACDP Central Committee in AD 44 (prior to redistricting AD 46) and serve on the California Democratic Party’s State Central Committee. I am a member of multiple democratic clubs and the Secretary for the Action Democrats of San Fernando Valley. In 2021, I received their Tom and Marlene Bane Club Participation Award. I support healthcare for all and am a volunteer board and committee member for a non-profit federally qualified health center that provides medical, mental health, dental and vision care to an estimated 26,000 of our low-income, medically underserved neighbors. We never turn anyone away for inability to pay. As a public school teacher and a Union leader with the Burbank Teachers Association (BTA), the California Teachers Association (CTA) and the National Education Association (NEA), I have been a tireless advocate for Public Education, students, educators, working families, sensible gun laws, healthcare, reproductive rights, the environment, social justice, and voting rights to name some of the issues important to me.
I served as President of BTA, an elected member of CTA’s Board of Directors, chaired our statewide PAC and am currently a member of the Board of Directors of CTA-Retired. I continue to work to train members on political involvement and issues and recruit them as volunteers.
As an elected member of the Los Angeles County Democratic Central Committee since the 1980s, I’ve served on the Resolutions, Voter Protection and Candidate Interview Committees. I have also served as a Co-Chair of the California Democratic Party Legislation and Equal Opportunities Committee, Voter Services Committee and am now working with the CDP Organizing Committee’s efforts to flip seats and regain control of the House of Representatives. We have already begun canvassing door to door.
I believe our most important responsibility is to work to elect outstanding candidates. Our Democracy and the issues I’ve mentioned, depend on it. To that end, I have volunteered in person with the AFL-CIO’s Voter Protection Get-Out-the Vote efforts in Ohio, Nevada, and Arizona, canvassed, phone banked, and cured ballots for critical local races and volunteered in countless phone banks talking to voters in CA, GA, NV, AZ, PA. I have also staffed the Voter Protection hot-line.
It's been an honor to receive CTA’s statewide Outstanding Teacher in Politics Award, Assembly and Senate Resolutions, and to have been selected as Los Angeles County Democratic Party Assembly District Democrat of the Year in three different districts over the years .

Shanna Ingalsbee
I started as a human rights activist with Amnesty International. After moving to L.A., I made the switch to politics when I became a founder of the Netroots Nation Convention. I am the former President of Valley Grassroots for Democracy and the Burbank Democratic Club and I served 2 terms as the Chair of the Democratic Party of the San Fernando Valley, (DPSFV). I am a member of the L.A. County Central Committee and a delegate to the CA Democratic Party where I serve as the Co-Chair of the Platform Committee. I am currently the Chair of the Landlord Tenant Commission. I believe women should control their reproductive healthcare choices, I oppose bullying in schools and the halls of Congress, and I believe teachers should be free to teach history as it happened — not filtered by the guilt of others. I believe in transgender rights and publicly funded elections to get dark money out of politics. I’ve been in those smoke-filled rooms and I’m all about opening the windows.

Pamela R. Sparrow
A native of Norfolk, Virginia, I have considered myself a Californian ever since I was six years old when I realized I could experience the sun in my face at the beach in October while others shoveled snow. A graduate and Whitehead Leadership Society fellow of the Business School at the University of Redlands. I currently work for the California Department of Veterans Affairs – West Los Angeles, where I was given an award for exceptional meritorious service during the Covid-19 pandemic. And a longtime member of the First African Methodist Episcopal Church of Los Angeles (FAME) for more than 20 years.
As a person with a degenerative eye disease (I am legally blind), my advocacy is fueled by ensuring voter, inclusion, accessibility, transportation, education, and housing equity for those of us with disabilities and who have served our nation.

I am focused on electing women who fight for voting rights, healthcare for all, and accessibility to the voting process. Not standing for what is right is not an option for me. I know it is an emotional issue that pulls us up off the sofa and into action. And we as Democrats must learn to touch that place of emotion in every community of this nation to raise a generation of people who understand that freedom has and never will be free. And that it must be looked after with a fervor of steadfast discipline to ensure its life fulfilling promises to all of us.

Freddy Puza
My name is Freddy Puza (he/him), and I’m running for the Los Angeles County Central Committee – Democrat – in Assembly District 55. It’s important to me to actively contribute to local governance, listen to community needs, and advocate for policies that help shape the direction of the Democratic party.
I’m a life-long Democrat dedicated to the party’s values and principles. In 2020, I was elected as a delegate to the California Democratic Party. In 2022, I was elected as the first openly LGBTQ+ councilmember in the City of Culver City. I’ve been a vocal and strong advocate for a more equitable and sustainable future for all, now just a select few. I’d bring these values and passion to the central committee.
I’ve worked in higher education for the past 19 years in community relations working with neighbors, local businesses, and government. As a former member of the Forum for Diversity in Higher Education, I helped advocate for first generation, low income, and students of color to pursue graduate education. Diversity is critical in our Assembly District and beyond as it ensures a broader representation of perspectives and experiences. This inclusivity allows for more balanced decision-making across the board.
It's time to bring a new voice to the central committee, and I’d be honored to earn your vote. I’m proud to have been endorsed by the Culver City Democratic Club and the Miracle Mile Democratic Club.

Furthermore, I am a dedicated union member with Service Employees International Union Local 721, having served in various leadership capacities such as chapter board member and bargaining team representative. Our achievements include advocating for a cleaner environment by introducing eco-friendly electric buses, saving the district more than 1 million dollars through the appointment of a trustee for a vacancy, and fostering student success by implementing crucial changes to the suspension and expulsion policy, resulting in a significant reduction in expulsion rates.
I am particularly proud of standing up to uphold voting rights. Thanks to our collective endeavors, the Whittier Union High School District now has 5 trustee areas, with each trustee elected by their respective community. Let's continue collaborating to represent Los Angeles County Democrats and address the critical issues in our community. Re-Elect me, JAIME LOPEZ. I have been a resident of Downey, CA since 2003. I consider myself a climate refugee from the Central Valley. I got into politics because of water contamination. I want our politicians to work for our issues and not for the polluters who prey on our communities of color. We have a concentration of contamination in our 64th Assembly district which is a part of a group of 24 cities that are impacted. We are part of 24 cities that make up the Central Water Basin. We are 73% Hispanic, 9% Asian, 3% African American, and 54% disadvantaged. We need to be the voice of the voiceless. Your vote is your voice!

Eileen Fraser
I have been a devoted political volunteer and donor my entire life. My devotion to party and country have led me to the current office I hold on the 51st AD as its treasurer. I am also an active member of the party as an official delegate to the State Convention. Along with this volunteer work, I have been a successful business owner, a leading market consultant of Mattel, Beachbody, Princess Cruises, and Sr. VP of Marketing for Chevrolet. As a patented inventor, I have now created my own AI startup company and am actively using it to help further the county, state, and national GOP election success.
Ashley Parrant Stiles
Being a lifelong conservative in liberal cities, an entrepreneur and business owner, and an executive in health care has spurred my involvement in the Republican Party Los Angeles County Central Committee. My grave concerns about the direction of our county, state, and country, and my desire to change the direction of Los Angeles County and the state of California, have driven me to become very active locally. I volunteer on the central committee, donate to conservative candidates and causes, and participate in Republican Party events and recruitments. I’m also a member of the Santa Monica Republican Women Federated. Like concerned parents in our county, I intend to work on reversing the educational deterioration that we’ve experienced in our schools and the societal deterioration that’s affected our children’s safety and upbringing. Educating communities in our very liberal area about the impact of progressive policies on our society, our children, schools, the economy, neighborhoods, homelessness, and crime will also be an important part of my effort as a Republican Party Central Committee Member.

I have been actively involved in fundraising, working with the Santa Monica Republican Women's Federation in addressing the crime and homeless crisis in the 51st AD as well as serving as a delegate to the State Convention for the last eight years.
My current objectives are in increasing voter turnout for Republicans, in raising community awareness for the vital issues that currently confront all California residents .
